Scott Jerger is of counsel at Field Jerger LLC. Scott joined Field Jerger in 2003 after receiving an LL.M in environmental and natural resources law. Prior to that, Scott was an environmental and regulatory attorney for the Texas Commission on Environmental Quality and the City of El Paso, Texas. Scott’s practice focuses on environmental and commercial litigation.

Scott is licensed to practice in Oregon, Washington, and Texas (inactive) and has litigated cases in state and federal court in all three of these states as well as many others, and in multiple federal appellate courts. His clients include multi-national corporations, closely held companies, partnerships, and individuals.

Scott taught environmental litigation for ten years as an adjunct professor at Lewis & Clark Law School. He is also a frequent author and regular speaker on environmental topics.


Practice Areas:

Hazardous Substance Clean-up and Response (Superfund) and Property Contamination Litigation

  • Projects include hazardous waste and large multi-party toxics cleanup sites, including sediment sites.

  • Represents clients in alternative dispute resolution process of one of the largest Superfund sites in the country located in the Pacific Northwest.

  • Assists clients through closure process with DEQ for contaminated sites.

  • Negotiates Prospective Purchaser Agreements (PPAs) for clients with Oregon DEQ for purchase of contaminated sites.

  • Assists clients with longtail environmental liability insurance coverage.

  • Represents clients in property contamination cost recovery and contribution litigation.

Clean Water Act Litigation

  • All manner of CWA issues: administrative hearings, NPDES and 404 permitting, federal court enforcement suits, wetlands, and water quality issues.

Forestry and Natural Resources

  • Extensive experience challenging United States Forest Service and Bureau of Land Management projects on public lands.
